Order uses the Wilson lower bound on matured approve vs disapprove ratings. It is more conservative than a raw net percentage.
Net percent is shown for context and includes neutrals in the denominator. Neutrals do not raise ranking volume.
A new rating is public only after it has aged through the maturity window. Changing your rating removes the previous public value immediately; the new value waits for the window.
